COUNTY GOVERNMENT OF KISUMU KISUMU COUNTY PUBLIC SERVICE BOARD VACANCIES

The Kisumu County Public Service Board wishes to recruit competent and qualified persons to fill the following positions.
POSITIONS IN THE DEPARTMENT OF GOVERNANCE AND ADMINISTRATION TO BE ADVERTISED
1. ASSISTANT DIRECTOR, PROTOCOL – JG‘K/L/M’ (1 Post)
Duties and Responsibilities:
Reporting to the Director of Protocol, the holder of this office will be expected to coordinate all official Government functions, and specifically will:
 Plan, organize and coordinate County Government functions
 Liaise with the national government and all other stakeholders to organize the National/ County Government functions
 Keep the diary of Governor’s functions and effectively scheduling and managing county events
 Provide briefings for meetings/functions
 Streamline interactions with dignitaries and key stakeholders
 Prepare and keep custody of official programs for Governor’s functions
 Make efficient, effective and timely arrangements/coordination of all Governor’s/county official functions
 Handle all aspects of visits, conferences, tours and social functions
 Effectively liaise with media organizations for successful events/functions
 Draft routine official and social correspondence related to protocol and events
 Carry out any other duties as may be assigned from time to time
Competencies:
 Be a Kenyan citizen
 Be holder of a Bachelors degree in any of the following disciplines: Mass Communication, Journalism, Public Relations, Corporate Communications or related qualifications from a recognized university , with three years’ relevant experience
 A Master’s degree will be an added advantage
 Diploma holders with five years’ work experience will be considered
 Must be flexible and tireless, with ability and willingness to work long hours
 Must be fluent in English and Swahili. Ability to speak French and/or Chinese will be an added advantage
 Must be familiar with the cultures and customs of the Kenyan communities and other
nations
 Must have and produce evidence of significant training and experience in etiquette, event
planning and negotiation skills
 Must have ability to initiate and sustain excellent interpersonal relations
 Must have excellent communication skills, with impeccable personal appearance and
conduct
 Must demonstrate understanding of and commitment to the values and principles outlined
in Articles 10 and 232 of the Constitution of Kenya
 Satisfy the requirements of Chapter Six of the Constitution of Kenya
2 .DIRECTOR OF POLICY COORDINATION AND PARLIAMENTARY AFFAIRS – JG‘R’ (1
Post)
Duties and Responsibilities:
Reporting to the County Secretary, the holder of the office will be expected to provide a forum
for open governance and liaise with the County Assembly and Senate on matters of mutual
interest in the County, and specifically to:
 Liaise with the County Assembly and the County Executive to ensure cordial relationship
 Research on County Assembly questions and brief the County Executive on the responses
required
 Facilitate timely and appropriate responses to queries from the County Assembly and the
Senate
 Monitor proceedings and events in the County Assembly to identify matters that have a
bearing on the portfolios of the County Executive Members
 Peruse the Hansard and minutes of the Executive Committee and Assembly standing
committees
 Liaise with the Executive Committee and Assembly standing committees on matters that
have a bearing on the departments of the County Government and brief the departments
and the County Executive on decisions taken
 Compile correspondence for the County Executive on County Assembly related matters
 Ensure prompt and appropriate responses to public complaints and concerns
 Disseminate and interpret County Government policies to the public
 Serve as liaison between the County Government and members of the public
 Ensure effective public participation in the decision making process on issues of
planning, development and budgeting.
 Promote public awareness on county policy matters, programmes and development
agenda.
 Carry out any other duties as may be assigned
Competencies:
 Be a Kenyan citizen
 A Bachelor’s degree in Political Science/Public Administration/Economics or other
relevant field with extensive experience in the political science or public administration
environment
 Master’s degree in Management will be an added advantage
 Good knowledge of parliamentary procedures and processes
 Knowledge and understanding of the Constitution of Kenya, Acts, policies and regulations of Kenya and the County Government
 Awareness of political issues and sensitivities
 Evidence of training and experience in research and report writing
 Excellent communication skills and attention to detail
 Excellent interpersonal relations, presentation and facilitation skills
 Ability to work within and meet tight deadlines
 Must be flexible and tireless, with ability and willingness to work long hours
 Must be conversant with digital applications
 Ability to build a rapport across a wide range of stakeholders
 Ability to handle sensitive and confidential information appropriately
 Must demonstrate understanding of and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution of Kenya
 Satisfy the requirements of Chapter Six of the Constitution of Kenya
2. EXECUTIVE SECRETARY – JG ‘M’ (1 Post)
Duties and Responsibilities:
 Efficient management of the Office of the Governor
 Receive, direct and relay telephone, email and fax messages
 Maintain the general filing system and file all correspondence
 Assist in the planning and preparation of meetings and conferences Maintain an accurate inventory of office equipment and supplies
 Respond to public inquiries and give the necessary direction
 Provide the necessary administrative and secretarial support
 Ensuring security of office records, equipment and documents, including classified materials
 Preparing timely responses to correspondence
 Any other duty that may be assigned from time to time
Competencies:
 Be a Kenyan citizen
 Be a holder of a Bachelor’s degree/Higher Diploma in Secretarial Studies or Business Management from a recognized institution, with three and five years’ experience respectively
 Must have served as an Executive Secretary in a high ranking and busy office for a minimum period of three (3) years.
 Must have team building, decision-making and excellent communication skills
 Must be ready to work long hours and meet tight deadlines
 Must have proficient knowledge in office administration/management
 Must demonstrate knowledge and proficiency in computerized accounting,
 Must demonstrate a high level of confidentiality in handling all official communication
 Must demonstrate honesty, trustworthiness, respect and sensitivity
 Must demonstrate effective time management skills
 Demonstrate a high level of professionalism and report writing skills  Demonstrate understanding of and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution.
 Satisfy the requirements of Chapter Six of the Constitution.
