Vacancies – Kisumu Public Service Board

Kisumu County Public Service Board wishes to recruit competent and qualified persons to fill the following positions in the various departments as listed below:-

Duties and Responsibilities

The Chief Officer shall be the Accounting and Authorized Officer with respect to the exercise of delegated powers and shall be responsible to the County Executive Committee Member in charge of Agriculture, Livestock and Fisheries for administration and other duties as provided under Section 46 of the County Governments Act 2012.

i. General administration and co-ordination of the agriculture, livestock and fisheries portfolio.

ii. Coordinating the implementation of agricultural, livestock and fisheries development policies, plans, programmes and projects within the Department.

iii. Coordinating all the agricultural, livestock and fisheries extension services and other cross cutting issues in the County.

iv. Providing and improving administrative links between the County and the agricultural, livestock and fisheries field services and activities.

v. Prudently utilizing and managing the physical/financial/human resources in the County. vi. Building capacity and backstopping the county managers/staff.

vii. Overseeing management of finances, preparation and submission of budget estimates, annual work plans and programmes.

viii. Overseeing the implementation and monitoring of performance management systems.

ix. Mainstreaming integrity assurance in projects and programmes.

x. Promoting collaboration of stakeholder participation in extension service delivery. xi. Participating in M&E of projects and programmes in the County.

Requirements for Appointment

i. Must be a Kenyan citizen

ii. Bachelor’s degree in Agriculture,

iii. A Master’s degree in Business or related field will be an added advantage.

iv. At least ten (10) years experience in related work in extension with at least five (5) years experience in supervision of field staff.

v. Must have undergone Senior Management training including Strategic Leadership Development.

vi. Must be proficient in the use of computer applications.

vii. Must be a member of the relevant professional body and in good standing.

viii. Must demonstrate a thorough understanding of devolution, the County development objectives and vision 2030.
ix. Demonstrate understanding of and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution.

x. Satisfy the requirements of Chapter 6 of the Constitution of Kenya 

Duties and Responsibilities Reporting to the Chief Officer Communication, Information and Technology
i. Develop standards and regulations in the management of communication functions
ii. County Spokesperson and Head of Governor’s Press Unit
iii. Handling all matters that involve external media and political queries and release of all official statements on matters of the County Government of Kisumu
iv. Scheduling interviews for the Governor
v. Writing speeches and press releases
vi. Any other duties that may be assigned by the Chief Officer
Requirements for Appointment i. Be a Kenyan Citizen ii. Be a holder of a Bachelor’s degree in Mass Communication/ Media Studies iii. Have knowledge, experience and a distinguished career of not less than 7 years of which 5 must be at senior management level
iv. A Master’s degree in Mass Communication/Communication/ Media Studies/Development Studies will be an added advantage
v. Proficiency in computer applications
vi. Must have undergone senior management training including Strategic Management
vii. Must be a registered member of a professional body in the area of specialization
viii. Demonstrate a high level of professionalism and report writing skills
ix. Demonstrate understanding of and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution
x. Satisfy the requirements of Chapter six of the Constitution

Duties and Responsibilities: Reporting to the Director of Protocol, the holder of this office will be expected to coordinate all official Government functions, and specifically will:  Plan, organize and coordinate County Government functions
 Liaise with the national government and all other stakeholders to organize the National/ County Government functions
 Keep the diary of Governor’s functions and effectively schedule and manage county events
 Provide briefings for meetings/functions
 Streamline interactions with dignitaries and key stakeholders
 Prepare and keep custody of official programs for Governor’s functions
 Make efficient, effective and timely arrangements/coordination of all Governor’s/county official functions
 Handle all aspects of visits, conferences, tours and social functions
 Effectively liaise with media organizations for successful events/functions
 Draft routine official and social correspondence related to protocol and events
 Carry out any other duties as may be assigned from time to time
Competencies:   Be a Kenyan citizen
 Be holder of a Bachelors degree in any of the following disciplines: Mass Communication, Journalism, Public Relations, Corporate Communications or related qualifications from a recognized university , with three years’ relevant experience
 A Master’s degree will be an added advantage
 Diploma holders with five years’ work experience will be considered
 Must be flexible and tireless, with ability and willingness to work long hours
 Must be fluent in English and Swahili. Ability to speak French and/or Chinese will be an added advantage
 Must be familiar with the cultures and customs of the Kenyan communities and other nations
 Must have and produce evidence of significant training and experience in etiquette, event planning and negotiation skills
 Must have ability to initiate and sustain excellent interpersonal relations
 Must have excellent communication skills, with impeccable personal appearance and conduct
 Must demonstrate understanding of and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution of Kenya
 Satisfy the requirements of Chapter Six of the Constitution of Kenya 

4. MEDICAL ENGINEERING TECHNOLOGIST – JG ‘H’ (7 Posts)        Ref: KSM/CPSB/2015/070
(a) Duties and Responsibilities:
Reporting to the Facility – in- charge/Sub-County Medical Officer of Health (SMOH), the officer’s duties will include:-
 Test and maintain basic medical equipment  Establish and maintain a comprehensive Asset Inventory and update (annually)  Prepare work plan on maintenance schedules  Provide advice on new equipment specifications  Conduct user training on medical equipment to clinical staff  Write reports and participate in facility/Sub County Management Teams meeting   Assist Health Facility-in-charge to monitor utility (energy and water) consumption and efficiency  Supervise minor repairs on buildings
(a) Competencies: 

 Be a Kenyan citizen 

Diploma in Medical Engineering from a recognized training institution  

Experience in the health sector will be an added advantage 

Must have good inter-personal and communication skills 

Must have knowledge of principles of operation and safety aspects of basic medical equipment 

Must be conversant with computer applications 

Must be able to work under minimal supervision 

Demonstrate understanding of and commitment to the values and principles outlined in Articles 10 and 232 of the Constitution
